Windows 2008 R2 - Data Collector Sets Fail to Start

Problem

In Windows 2008 R2 a user defined Data Collector Set (DCS) failed to start with the following message:

"When attempting to start … .  The Data Collector Set or one of its dependencies is already in use"

Resolution

Restart the 'Performance Logs & Alerts' service

Stopped Sysinternals 'Process Explorer'

Notes

I found a post that indicates the 'NT Kernel Logger' can only be accessed by one consumer.   Stopping Process Explorer allowed me to run the DCS but after the DCS finished I was able to restart Process Explorer and then successfully run the DCS, so I am not sure.
